Montana to sell
surplus property on Net
HELENA \ The state of Montana may soon be selling surplus desks, cars and even
heavy equipment at an on-line auction house, thanks to a money-savings tip from
two state employees.
The idea, the brainchild of two Department of Public Health and Human Services
employees, earned the pair the first awards in the governor's Efficiency Award
Program, given out Thursday on the Capitol steps.
"We could get a much higher return if we put these items on eBay," Schweitzer
said, shortly before giving both Brian LaMoure and Darren Steiner engraved palladium
award coins made from ore mined at the Stillwater Mine near Nye.
Schweitzer started the program shortly after he took office, inviting state employees
to submit ideas on how to save or generate more money in state government. The
plan grows out of earlier efforts under way since 1981. Under Schweitzer's plan,
the governor picks one good idea every month and rewards that state employee
with a palladium coin donated by Stillwater Mine and the chance to get up to
$500 of the saved or earned state cash.
The coin bears the likeness of a bison on one side and Lewis and Clark on the
other.
"Like palladium, state employees are only found in Montana," Schweitzer said,
and like palladium, which is mostly used in catalytic converters and other industrial
uses, the metal is a worker, not a decoration.
Right now, the state sells about $2 million a year in surplus equipment, Schweitzer
said. A lot of that is leftover desks, chairs, retired copiers, even office organizers,
said Dave Hickman, warehouse supervisor in the State and Federal Surplus Property
Program. Additionally, cars and trucks from the state motor pool and other agencies
are systematically retired and sold once they hit a certain age or rack up a
set amount of miles. All that, plus heavy equipment from the Department of Transportation,
is up for sale, he said.
Workers from other state agencies, colleges and universities, county and local
governments can come by the warehouse and buy things at any time, Hickman said.
Once a month, the warehouse opens its doors to the public for a sort of state
surplus garage sale. Twice a year, they host a big auction for cars, trucks and
heavy equipment.
"Most of the time at auction, they bring more than what we're asking for them," Hickman
said.
Marvin Eicholtz, head of the General Services Division, which oversees the surplus
property warehouse, said he's not envisioning an on-line auction replacing the
current set-up. Government agencies would still get first crack at all surplus
and the garage sale and auctions would not be phased out.
The agency is considering a pilot project that would feature a few items "attractive
enough for people to come here and get them."
"We want to avoid getting in the shipping business," Eicholtz said.
They're also trying to find a way to offer an on-line auction that wouldn't cut
Montana businesses out of the loop or price equipment beyond their reach, especially
since those same businesses and their employees paid the taxes that bought the
equipment in the first place.
"That's part of the problem," Eicholtz said. "We'd want to make sure that all
our customers know what we're doing before we go out and do something like this."
It's also not certain that eBay, the best-known on-line auction house, would
end up as the site the state picks to sell its surplus. Because eBay takes a
cut of the sale price, the site may not be the cheapest way for the state to
sell on-line, Eicholtz said.
Still, he's envisioning a limited on-line auction as early as this fall.
The state of Oregon sells surplus equipment on line and increased the amount

Steiner and LaMoure, although they work in the same agency, didn't actually meet
each other until moments before the awards ceremony and didn't plan their submission
together.
Steiner, who once lived in Oregon, came up with the idea when his office was
selling surplus equipment.
LaMoure said he came up with the idea after he took an eBay class at the Career
Training Institute in Helena.
"At a garage sale, you sell at the lowest price," he said. "At an auction, you
sell at the highest."
The governor's office has received more than 1,000 submissions at its "good ideas" Web
site, https://app.discoveringmontana.com/ideas/. Although, only state and university
system employees are entered into the efficiency award program, anybody can submit
an idea to the governor's office. The ideas don't have to deal with saving money.

Farm auctions
Fall sale set for 88 acres.
The municipally owned 88-acre E. Barclay farm will go on the auction block
Sept. 23.
Max Spann of Max Spann Auctioneers, Clinton, gave a presentation to the Township
Committee at its meeting Monday on how his company would market the farm, located
on Ancil Davison Road, to potential bidders.
The township hired Spann Auctioneers in May to auction the E. Barclay, the
60-acre Barclay North and 130-acre Barclay South properties.
The Barclay North and South auctions will not be scheduled until after litigation
brought against township connected to an earlier attempt to auction off the
properties is either settled or adjudicated. Mr. Spann said his firm has taken
aerial photographs of the E. Barclay property, which is deed-restricted as
preserved farmland, for a brochure package that will be mailed to 7,000 interested
farmers. He said that, in addition to the mailings, his firm will advertise
in five or six newspapers three to four weeks before the auction.
Mr. Spann said the property will be listed on the Spann Associates Web site
and linked from the Cranbury Township Web site.
No minimum bid has been set for the farm as of yet, according to an associate
at Max Spann Auctioneers.
The township purchased the farm in June of 2004 for $3.4 million and added
a restriction on its deed after its owners declined an offer from the state
to enter into the state farmland preservation program.
The Township Committee endorsed a building exception in February that would
allow a new owner to build a home on the property. Previously, the township
restricted the land to agricultural use without a provision for residential
construction.

And while the prices of these beauties may be so low they're insane, keep in
mind they are as is. And some have to be towed off the lot to get them home.
The airport takes possession of the vehicles after they've been in the parking
garage for more than 45 days. In order to reclaim their car, the owner has
to pay the parking and storage fees. Some owners decide it's too high a price
to pay.

IRELAND'S leading auction house, James Adam & Sons, has been assigned HOK

THE sales scene has reopened again, albeit it slowly, but will soon quicken
up in the weeks ahead.
WILSON'SAuctions sold a bit of history the other evening.
"We had an exceptional 19th century mahogany boardroom table from Gallagher Ltd," said
Richard Bell, "and it was much sought after."
Extending to 16ft, and with six leaves, it sold for 3,600.
Other lots at this sale included: set of 10 mahogany chairs, 1,400; three-piece
cloisonneL inlaid clock, 950; 10 oak chairs, 500; modern grandfather clock,
350; pine garden furniture set, 340; Irish silver tea and coffee pot, 300;
Liam Reilly oil, 280.
In ROSS'S a Petroff upright piano sold for 1,000 while an Edwardian sideboard
made 950 and an 18ct white gold ruby and diamond ring, 620.
Among other lots were: leather settee, 380; late 19th century carved mahogany
mirror back sideboard, 310; Royal Dux figure, 250; mahogany library desk,
245; six Edwardian mahogany dining chairs, 215; T Johnston - Tall Ship, oil
painting, dated 1923, 210; pair of silver coffee pots - London 1905, 170.
At MORGANS a Victorian walnut wardrobe went for 420; three-piece walnut bedroom
suite, 200; three-piece suite, 170; four pine bedside pedestals, 155; pine
two door wardrobe, 170; painted kitchen dresser, 100.
